The project "Establishing 3 new workplaces for unemployed in a public laundry "Sveztest” Lom will complete the approved project of the LAG-LOM and will lead to the improvement of the quality of life of economically inactive and unemployed persons in the LAG-LOM territory through creating prerequisites for sustainable employment.
It fully corresponds to Priority 3 of the CLLD: "Development of human capital in LAG LOM" and Specific objective 3.1 "Increasing Human Resources Capabilities and Knowledge".
The “LOZANOV and SON 77” EOOD will expand its main activity - agricultural producer, starting a new economic activity with NACE Code 2008 - 96.01 "Laundry and dry cleaning". Key competency training, which is within 30 hours of an external contractor, will restore the confidence of older unemployed people to their own strengths and capabilities.
"LOZANOV and SON 77" EOOD applies to the OPHRD for subsidized employment of 6 unemployed persons, selected from the target group over 30 years old up to 54 years old and over this age and will perform key competency training KC-5 "Learning Skills", in connection with the recruitment of the trainees registered with the Labor Office in Lom to code 8157 "Machine operator in laundry" under NCPD-2011.
The project activities include:
1. Carrying out key competence training - KC 5 "Learning Skills";
2. Hiring the full-time target group for up to 6 months; After the end of the project, the distinguished and diligent ones will be assigned to the vacant 3 new jobs, under conditions of competition and equal opportunities for candidates.
The aim of the project proposal is to contribute both to providing temporary and permanent employment among the local population through the planned capacity building and qualification activities. An innovative approach to implementing the measure in the project will be to place the individual's needs inline with modern communication and training methods.

The aim of the project proposal is to contribute both to providing temporary and permanent employment to the local population of persons who have undergone key competence training.
The project "KIDS PARTY CENTER "MALCHO" reveals new job opportunities for unemployed people from Lom will complete another project of the LAG-LOM and will lead to the improvement of the quality of life of economically inactive and unemployed persons on the LAG-LOM territory, prerequisites for sustainable employment. It fully complies with Priority 3 of the CLLDS: “Human Capital Development on the LAG LOM” territory and Specific Objective 3.1 "Enhancement of human resources capabilities and knowledge".

"Inna Petrova" applies to the OPHRD for subsidized employment of 2 unemployed persons selected from a target group over 30 years old up to 54 years old - 1 person and over 54 - 1 person.
It will train one key competence: 2 persons under KC-5 "Learning Skills", in connection with the recruitment of the trainees registered at the Labor Bureau in Lom under the NCPD-2011: 52490001 Servicing, Sho p- 2 person.
Project activities include:
1. Training three key competences;
2. Hiring full-time persons for a period of up to 12 months;
After the end of the project, one of the employees will be recruited to the vacant new job under conditions of competition and equal opportunities for the candidates. The aim of the project proposal is to contribute both to providing temporary and permanent employment to the local population and to improve the quality of life of economically inactive and unemployed people on the LAG-LOM territory by creating prerequisites for sustainable employment. The project "Unit for providing integrated services in the home environment" is aimed at improving the quality of life of 50 people with disabilities and people over 65 in inability to self-care in the municipality of Lom, by providing social and health services in the home environment.
Within 14 months, individual support will be provided by providing combined services according to the needs of users in the "Unit for providing integrated services in the home environment" in the following areas:
- Providing care for people with disabilities or elderly people over 65 years of age unable to self-care to meet their daily needs;
- Providing support for people with disabilities or elderly people over 65 years of age unable to self-care in maintaining the hygiene of the inhabited home, shopping and cooking, laundry and other communal activities;
- Providing support for people with disabilities or elderly people over 65 years of age unable to self-care, aimed at social work and counseling in connection with meeting the needs of leisure and networking;
- Activities to ensure access to social services in the community, cultural, educational and other services, support for social and psychological counseling and others, according to the needs of the person.
As a result of the implementation of the set of activities, the quality of life of people with disabilities and people over 65 incapable of self-care will be improved by creating conditions for support for effective exercise of their right to independent living and social inclusion, while respecting their rights, taking into account their capabilities and specific needs.

On 02.03.2020 the activities under the project "Unit for providing support services in the home environment" started, financed by Contract № BG05M9OP001-2.030-0002 of the Operational Program "Human Resources Development" 2014-2020, co-financed by the European Union through the European Social Fund under procedure BG05M9OP001-2.030 "Better access to sustainable services at an affordable price, incl. health and social services - an integrated approach on the territory of the LAG - LOM".
The project is worth BGN 391,165.60 and will be implemented by May 31, 2021. The project "Unit for providing support services in the home environment" is aimed at improving the quality of life of 50 people with disabilities and people over 65 in inability to self-care in the municipality of Lom, by providing integrated, support services in the home environment. The project builds on the project "Unit for hourly provision of services for social inclusion" funded under the scheme BG05M9OP001-2.002 - Independent Living of the Operational Program "Human Resources Development" 2014-2020.
The following main activities will be implemented within 15 months of the project:
1. Provision of support services - social and health - incl. integrated cross-sectoral services in the community or at home according to the individual needs of people with disabilities and people over 65 years old who are unable to self-care: - activities for selection and training of personnel providing the services; - activities for selection of users and provision of the complex of services.
2. Local social activities for social inclusion, aimed at removing obstacles to equal participation in public life and cultural and entertainment activities in the municipality of persons from the target group, incl. visiting theaters, concerts, public events, active participation in the cultural calendar of the city, etc.
As a result of the implementation of the set of activities, the quality of life of people with disabilities and people over 65 years old incapable of self-care will be improved by creating conditions for support for effective exercise of their right to independent living and social inclusion, while respecting their rights, taking into account their capabilities and specific needs. The services will be provided directly in the user's home, after an individual assessment of the needs of each of them. The successful implementation of the project activities will create real preconditions for the return to the real labor market of the persons who take care of their relatives with disabilities and elderly people on the territory of Lom municipality.

The proposed project is implemented by two equal partners located in the village of Kovachitsa - small settlement on the territory of LAG Lom.
The project aims to create the necessary prerequisites and conditions for 80 students from marginalized communities, including Roma, from “Kyril and Methodiy” Primary School and the “Dunavska zemja” Vocational High School for successful integration through the education system. The project objective will be implemented through the implementation of three activities, mirrored by each of the partners. The project activities enable social inclusion and equal opportunity for marginalized children through school enrollment and retention. The implementation of the project multiplies efforts to prevent early dropping out of school, reduce illiteracy, and build social skills, including self-esteem and community awareness of children from the LAG target group in the implementation of the CLLDS.
New approaches to thematic activities and training - languages, sports, cultural and other - and extracurricular buildings are an opportunity for children to study systematically and to retain their knowledge, which ensures the sustainability of the project's results. Our project contributes to the equal integration of students in the Bulgarian education system and the development and preservation of their cultural identity; improved material conditions; an opportunity for advanced qualification of staff to work in a multicultural environment; quality education in two schools in a small village; the creation of a suitable social and psychological climate in the society.
The project is fully consistent with and contributes to the specific goal of "Increasing the number of children and students from marginalized communities, including Roma”, successfully integrated through the Priority Axis 3 "An educational environment for active social inclusion "of the OPNOIR 2014 -2020.

The project "School of knowledge, traditions and unity" is led by First elementary school "Nikola Parvanov" LOM, in partnership with the School Board "Enlightenment".
The target group consists of 30 students from marginalized communities, including Roma and 15 parents who take part in activities related to equal access to quality education, strengthening the motivation for participation in the learning process, early integration into the education system and overcoming negative public attitudes, based on ethnic origin.
Within 24 months will be implemented activities that will lead to:
-quality education;
-social and educational integration;
-increase the motivation for learning the Bulgarian language, through additional activities with children whose mother tongue is not Bulgarian;
-conservation and development of the cultural identity of ethnic minorities and students from their peers in a multicultural environment, integration by creating interest clubs;
-improvement of the material conditions and the educational environment in which students from ethnic minorities are taught;
-creating conditions for ethnic tolerance among students, by organising joint initiatives at school, municipal and national levels.
The project will contribute to a significant strengthening of the partnership with the parents and will ensure their commitment and shared responsibility for the continuation of the project activities after the completion of the project. Activities are complementary to and building upon the effect of already funded programs aimed at the integration of pupils from ethnic minorities, which is a precondition for achieving sustainable results in terms of integration of students from the First primary school "Nikola Parvanov" Lom.
The project is directed to the primary objective of the measure 7 MIG LOM for “Increasing the number of successfully integrated through the education system, children and students from marginalized communities, including and Roma”.

The project proposal, which will be implemented in partnership with the most influential Roma organization in Lom – “The Roma-Lom” Foundation, aims to improve the quality of school education and to improve access to school education in Lom as a small town with large groups Roma population and marginalized communities.
With an innovative approach - an online platform and modern techniques for working with it, it will also intrigue and provoke the attention of students to more easily overcome educational gaps. The project is interesting with the inclusion of 12 children with special educational needs who are included in the mass lessons of the school.
Engaging parents and parents in training and retention at school will increase the effectiveness of young people's efforts in general and special subjects through 3 round tables explaining the reasons for dropping out of the education system. The vocational training of upper classes at the Vocational School of Nutrition and Agriculture - Lom and the intertwining of Roma and Bulgarian cuisine in the weekends and holidays of the Lom population is another special element in the project proposal. Gathering authentic and traditional recipes for both ethnicities and putting them into practice in homes and in the school restaurant will lead to cultural rapprochement and tolerance between students.
The exchange of experience with students from the school in tourism and food technology "Nikola Stoychev" in Razlog, in turn, will broaden the outlook and increase the confidence of Lom students. Appraisal by renowned chefs like Andre Tokev and Stella Kostova - author of the only Roma recipe book will make young cooks feel meaningful and useful in their community and at school.

The project proposal is implemented by two partners: “Konstantin Fotinov” Primary School Lom, and “Kiril i Metodiy” Primary School, Zamfir village, on the territory of LAG Lom.
The pedagogical specialists from both schools are looking for an answer to the question whether the quality education and the integration of children and students from marginalized groups, including Roma, can be carried out only within the traditional educational form-lesson. Through the implementation of the project we will prove that extracurricular activities based on compassion and sincerity, unconditional acceptance of the other, self-initiative and dedication are applicable in the Bulgarian educational system.
The set and implemented innovative activities will confirm the intercultural perspective as an integral part of the educational integration of children and students from the Roma community. The innovative teaching methods and approaches that we will use in these activities in Bulgarian, sports and art will enable students to systematize learning, acquire lasting knowledge, make sense of free time and their social inclusion. This ensures the sustainability of the project results.
The implementation of the project increases the opportunities for prevention of early school leaving, reduction of illiteracy, building social skills, empathy for the society of children from the target group on the territory of Lom in the implementation of CLLDS.
Through joint initiatives, involvement of parents in the project and education in the spirit of tolerance, the deficit of communication between children is reduced and conditions for ethnic tolerance are created. The implementation of the project will lead to the achievement of the specific goal "Increasing the number of successfully integrated through the education system children and students from marginalized communities, including Roma” from Priority Axis 3 of OPNOIR2014-2020, LAG Strategy in the field of education and MDP of Lom (2014-2020) Section "Education".

The project envisages in two schools on the territory of LAG Lom – “Dimitar Marinov” Middle School Lom and “St. Kliment Ohridski” Primary School in the village of Staliyska Mahala, to implement activities to support the successful integration of students from marginalized groups and to prevent their early dropout from the education system and improving their access to school education by: creating conditions for the development of interests, talents and abilities of students by including them in a total of 9 groups for extracurricular activities in sports, culture, Bulgarian folklore, literature, art, ecology and healthy lifestyle and improving the inclusive school environment in both schools.
Establishment and operation of “Dimitar Marinov” Middle School Lom an office for psycho-social counseling and correctional work with parents. The activity is mainly aimed at providing psycho-social consultations and correctional work with parents who prevent their children from attending school regularly.
Activities for the purchase of teaching materials and aids for both schools will be implemented. The successful integration of students from marginalized groups and to prevent their early drop-out from the education system and improve their access to school education will be realized by improving the living conditions in schools, including the purchase of ICT. Activities are envisaged to promote communication and joint performances between students from marginalized and non-marginalized groups studying in both schools through their participation in joint initiatives.
The project envisages the creation of an audio-visual training studio and the integration of electronic forms of education in the educational process at “Dimitar Marinov” Middle School in Lom. The idea of an educational audio-visual studio is related to the idea of turning the whole school space into a space for creating innovations. Camps and other student trips will be held.

The Project "HAND IN HAND" aims to increase the quality of education and the access to educational services of children and students from PGPT-Lom, IV Primary school "Hr. Botev" and all-day nursery school "Zvezditsa" - Lom by equipping professional areas, creating theater and musical group, 4 workshops and school playgrounds for road traffic safety, work with parents, practical classes.
The target groups include children and students, 4-19 years old, living in towns and villages in the municipalities of Lom, Brusartsi and Valchedram. 73 belong to marginalized communities and are at risk of educational and social exclusion, including representatives of the roma minority.
The activities for all groups will be carried in two stages, as in summer trips to Sofia will be organized to enrich the training, unite the teams, and integrate the students in education and society. The main activities include interaction between the groups from the three schools using the method "children train children". Parents will be also included in the activities which will strengthen the relationship between school and family.
The implementation of the activities in modern, beautiful and interesting environment, as well as out of school, will support the education and development of the children and students, will increase their self-confidence and will lead to their adequate integration in the shool and social life. The participants will acquire technical skills, practical skills for car diagnostics and servicing, skillful car driving and bike riding. Interactive and practical computer activities will be carried out, entrepreneurship skills will be formed in applied arts classes, cultural identity will be formed via theater and music.
The expected result are acquired new knowledge and skills, improved school environment, acting theater and musical group, reduced number of students who leave school early, increased motivation for learning and informal training of the target students.

However, in view of the rapid pace of development of the company and the expansion of customer base in international markets, there is a pressing need to acquire additional equipment.

The company produces wood pallets as the input raw materials are purchased in a dimentioned form. The company relies on offering a wide variety of high quality and quality wooden pallets. The company has proven the high quality of its products by gaining a significant market share in sector, while at the same time establishing stable partnerships with clients and suppliers.
For the past ten years, the company has gone a long way to expanding production capacities. Despite the current tight market conditions and high competition, the company is receiving growing queries for more and more orders in ever larger volumes that define the potential for steady growth.
In order to increase its production capacity, "PAVLOLES" EOOD has to optimize the production processes by introducing a new generation machine, namely a pallet forging, which has many times higher capacity, performance and precision and provides better quality compared with the equipment used so far. “DI VEN” Ltd. was established in 1996 in the town of Lom.
The main activity is the production of trucks and ramps with the activity code 2008: 28.22. The applicant has also developed its own construction trucks, which are sold domestically and abroad. Given the great competition on the domestic and foreign markets, the goal of “DI VEN” Ltd. is to improve the range of the machines produced and thus to attract new customers not only from the country but also from abroad.
The company's ambition is to develop its product range and improve its production processes to meet the ever-growing demand and needs of the national and international markets. It is precisely the optimization of production processes and the expansion of technological production capabilities that play an essential role in the implementation of the company's development plans.
The equipment available to the company does not allow us to reach the desired production capacity and to meet the ever-increasing requirements of the customers related to the quality of the production. In this regard, the current project, which envisages the purchase of tangible fixed assets, is the necessary step in achieving the company's objectives related to the introduction of new technologies that will optimize production and improve its resource efficiency and effectiveness as a condition for the sustainable development of the company.

Project “Reconstruction of an interbranch space in residential area "Zornitsa", Lom” provides:
- Construction of recreation areas including a children’s playground, a playground (football and basketball ), benches (concrete and wood) and other elements of the park furnishings;
- Overhaul of the street network in the neighborhood;
- Plasing of new curbs where necessary;
- Establishment of 30 new parking spaces for the residents in the neighborhood;
- Raising the rainwater and inspection shafts;
- Creating an accessible park environment related to the above described directions, including improving accessibility for people with disabilities to buildings, facilities and recreation areas.
The overall goal of the project is to improve the living conditions, attractiveness and opportunities of the residential area “Zornitsa”, the town of Lom and the municipality as a whole.
The specific objectives are:
• Construction of safe and accessible areas;
• Ensuring equal access of all groups in society to the improved technical infrastructure in the municipality of Lom;
• Improving the vision of Zornitsa residential complex, Lom;
• Increasing the attractiveness of the neighborhood by improving its overall physical appearance.
With the project proposal "Repair of the building of Community center "Violeta Rangelova - 1929", village of Traikovo, Lom municipality" will be implemented:
• Partial repair of the roof structure with laying of a waterproofing sheet and new roof tiles;
• External thermal insulation;
• Replacement of external joinery;
• Replacement of external aluminum doors, with opening to the outside and installation of anti-panic lock;
• Installation of new gutters and drainage pipes;
• Heat insulation in the attic space;
• Heating with air conditioners. The total built-up area of the building is 1 040 sq.m. No demolition and new walls, as well as constructive interventions, are foreseen. They are preserved as a type of flooring and coatings on walls and ceilings.

• Dismantling the roof panels and partial repair of the roof structure;
• Installation of two mini-ramps to the outlets of the viewing hall that will be used to access people with mobility problems to meet the requirements of an Ordinance;
• Installation of new gutters and drainage pipes;
• Complete replacement of external windows with PVC and external entrance doors with aluminum ones;
• Thermal insulation of the slab above the second level in the roof space;
• Thermal insulation package on the facade;
• Heating with air conditioners for the relevant premises;
The total built-up area of the building is 1 350 sq.m. No demolition and new walls, as well as constructive interventions, are foreseen. They are preserved as a type of flooring and coatings on walls and ceilings.

The overall goal of the project is to improve the living conditions, attractiveness and opportunities of the village of Staliyska Mahala.
The implementation of the project will lead to the improvement of the socio-economic situation and the prosperity of the settlement by retaining the young people and enterprising inhabitants of the municipality and interrupting the depopulation trends.
The specific objectives of this draft proposal will be achieved through the renovation of the building of the Community Center "Kiril Petrov - 1922", which will improve the public infrastructure in the village and will help create an attractive living environment on the territory of LAG Lom. In the 20s of 20th century, after three wars, Bulgaria is facing a cruel account - more than 150,000 men died. For the last tribute for giving their lives for Motherland, soldiers and officers, the state began building monuments in their homelands.
The Cavalrymen of the Second Horse Regiment in Lom, with their own resources, decided to perpetuate the memory of 67 comrades who died on the fronts from Slivnitsa in 1885 to Lule Bourgas, Chorlu and Krivolak (1912-18).
The place is chosen - on a flat, in front of the regiment headquarters and meters away from the division's portal so that it can be seen well by the people passing through the streets. The monument is work of one of the most talented and famous Bulgarian sculptor and architect in the first decades of the 20th century - Kiril Shivarov. The "Monument of those who gave their lives in the Wars 1885, 1912-13, 1915-18", impressive in its impact, it is modest but majestic. It is made of stone and limestone with proportions of 4.16 to 4.16 m and height of 4.30 m. On three sides of the monument are carved the names of 67 soldiers who revolt and died in 1923.
The monument was opened on 1.11.1930. After 1944 the horse regiment was closed. The unit was rebuilt and the monument was abandoned in the backyard of the barracks.
Access for citizens is limited. In 2017, citizens of Lom along with the municipal government are taking the initiative to make the monument a part of the city. By decision №802 of the Council of Ministers on 8.11.2018, the monument and the adjoining space were granted to the municipality of Lom.
The project proposal provides for the establishment of a new, modern for city memorial park that will provide more access for the citizens, to festivals and celebrations to perpetuate the memory of those who died during the wars.
The construction and repair activities include:
- Construction of alley network;
- Separation of places for recreation and green areas;
- Enriching tree-shrub vegetation;
- Establishing of park lighting.

The subject of the project proposal is the creation of a tourist information center in the town of Lom.
The center will have information on natural landmarks, museums and historical monuments, cultural and sporting events and events, tourist routes, hotels and other accommodations in the city and its surroundings. The Tourist Information Center applies for measure 5 - 7.5 "Investments for public use in infrastructure for recreation, tourist infrastructure" under Promotion of the history, culture, traditions and natural resources that the municipality has for the development of integrated tourism is a central objective of the center. Its construction improved the tourist infrastructure, the co-operation between the administration, the non-governmental sector, hoteliers, wine cellars and tourism organizations in Lom municipality.
All these activities will provide the necessary conditions for the transformation of integrated tourism into a serious sector of the municipal economy. The center has information on cultural and sports events and events, tourist routes, hotels and other accommodations in the city and its surroundings.

The project proposal envisages the purchase of new equipment, which will be equipped with “VANGELOVI STROY” Ltd. and will be realized on the territory of the town of Lom for the needs of the company.
The candidate "VANGELOVI STROY" Ltd. has been operating since 2015, while strictly observing all the applicable normative requirements concerning not only the quality of the construction services but also the protection of the environment and water. The candidate has been working successfully for 4 years with construction activities - one of the traditional economic sectors for Bulgaria and a source of income for the population in an area where the demographic collapse is bigger, thus contributing to the socio-economic stability of the country.
The specific investment is related to equipment that not only gives the company a new look but also extends the package of services it offers on the market.
The project proposal provides for the purchase of building frame facade scaffolding, needle vibrator station, brick cutting machines, perforators, etc., as well as the opening of 2 new workplaces in Lom. The activities carried out by the applicant will also provide additional jobs in the conditions of the European standards during the execution of the new type of orders of the construction sites.
The accession of Bulgaria to the EU and the financing under this procedure give the Candidate much better opportunities to expand the construction and development of the company, to become more competitive and more competitive.
The project will be implemented under the Rural Development Program and will be fully in line with the legislation in force.

Project proposal “Improvement of the activity and modernization of the grocery store "Toni - V.Tsvetkov" is related to the improvement of the conditions, efficiency and sustainability of a 15 year old food retail business. Because of the technical and moral aging of much of the inventory and equipment available in the shop, there is a need to purchase new furniture to improve the location and capacity of the products, in terms of available space and new equipment, which would reduce overheads, storage of the products and would increase the possibility of a larger assortment maintained.
Currently, due to the lack of enough quality appliances and furniture, store "TONI" does not use its full capacity to offer a diverse and attractive assortment, maintaining attractive availability for customers to form a complete shopping cart. This is also the reason for the need for renewal, in order to improve the main financial indicators such as realized turnover and increasing the value of the average shopping cart.
The project fully responds to Specific Objective 1.2 "Diversification of the Local Economy" of the CLLD LAG's Strategy for Creating Sustainable Development of Non-agricultural Activities, which is related to the creation of employment outside the agriculture sector. It is also planned to open a new job for one employee. As a result of the new machines purchased, new products will be offered as well as a new activity for preparing hot drinks and creating a corner for consumption.
The main objective of the project is to establish a Tony shop as a sustainable local business. The activities planned within the project that will help to achieve the objectives are administration, purchase of the necessary equipment and equipment, installation and commissioning of the purchased equipment, equipment and machines and ordering of the assortment.
